FPFC and IBRAE RAN will be engaged in the investment projects on safety of industry and power engineering

 

The Federal Project Funding Center (FPFC) and the Nuclear Safety Institute of the Russian Academy of Sciences (IBRAE RAN) will be engaged in joint implementation of investment projects, including the mechanism of public-private partnership (PPP).

Collaboration envisages the preparation and implementation of projects in the field of industrial and energetic safety, which are aimed at the use of research results obtained by the participants of the Technology Platform "Integrated Safety of Industry and Power Engineering " (TP ISIPE). The collaboration agreement was signed by Alexander Bazhenov, Director General of FPFC, and Vladimir Ponomarev, IBRAE Deputy Director on Strategic Development and Innovation, Chairman of the Board of TP ISIPE.

In particular, the partners will work together to select the projects initiated by the participants of TP ISIPE or FPFC to explore the most effective options for their development, both in engineering and financial context. FPFC will determine what projects can be implemented on PPP terms and prepared with its participation. The first project to start joint work will be the "Safe city" project providing for creation and integration of information systems to ensure safety of the populated areas.


«The first priority of TA ISIPE is to adapt PPP mechanisms for solving the problems of comprehensive safety. This is the purpose that signed Agreement serves. First and foremost, its subject is the preparation and implementation of infrastructure projects and projects on safety ensuring in the populated areas. Signing of the Agreement should improve the efficiency of state scientific, technical and innovation policy, which is dependent on intensification of cooperation and improvement of quality of interaction between the state development institutions and professional participants of innovation market," - said Vladimir Ponomarev, the Chairman of the Management Board of TP ISIPE.


"The technology platform is able to generate a significant number of projects, many of which can be seen in the format of integrated development of territories. We suppose to carry out preparation of such projects using the resources of the Vnesheconombank Program "Funding of promotion of the projects on regional and urban development", which is operated by FPFC. It is important that among the first, TA ISIPE has chosen public-private partnership as the main tool for integration of science and business, and for implementation of its projects,"- said Alexander Bazhenov, FPFC Director General.
OJSC The Federal Project Funding Center (FPFC) is a hundred-per-cent subsidiary of the State Corporation "Bank for Development and Foreign Economic Activities (Vnesheconombank)" and a member of Vnesheconombank Group. FPFC provides financial and expert support to development projects planned to be implemented on the basis of public- private partnership.


Nuclear Safety Institute of the Russian Academy of Sciences (IBRAE RAN) is one of the world’s leading research centers for the study of radiation accidents and mitigation of their consequences.


The Technology Platform "Integrated Safety of Industry and Power Engineering " (TP ISIPE) is included in the list of technological platforms approved by the decision of the Government Commission on High Technology and Innovation. TA ISIPE activities cover a wide range of areas to provide the comprehensive safety of various industries, including technological (creation of the systems of fire safety, nuclear and radiation monitoring, non-destructive testing and technical diagnostics of equipment), socio- economic, financial, legal, psychological aspects of safety. TA ISIPE activities are based on experience of the European Technology Platform for Industrial Safety (ETPIS), adapting it to the Russian conditions.


Currently TA ISIPE participants start to develop a series of pilot projects. The priorities include the projects related to improving the reliability of energy supply in housing and communal sector. In particular, in the Ulyanovsk region two pilot projects for the construction of lower-power facilities for heat and power generation (cogeneration) with rated capacity of 24 MW and 4.5 MW have already been implemented.
A typical concept for the project "Safe city" is under development.


In addition, preparation to manufacture the perimeter detectors "POST" of concealed type has started. The detector is masked active detection tool of radio-wave type to provide protection of extended boundaries in the areas with arbitrary relief and any level of vegetation. Weak sensitivity to changes in the environment, built into the physical principles of POST operation, determines the high level of detection reliability and excludes faulty actuation.
