Systems Analysis of Environmental Risks

Within the framework of information and analytical support of federal programs on social protection of the population and rehabilitation of areas affected by radiation accidents at the Chernobyl NPP and in the South Urals, a unique set of data on real implications of radiation emergencies and the efficiency of protective measures at different post-accident stages has been collected. Analysis of these data forms a basis for a realistic assessment of emergency implications and making recommendations to optimize radiation protection of the population and territories.

  • The FTP ‘Overcoming the Consequences of Radiation Accidents in 2011-2015’ is developed with total funding from the Federal Budget of more than 8 billion rubles;
  • Pilot areas of integrated monitoring system for protection of the population against radiation effects (KSM-ZN) are established and equipped in the following administrative regions of the Russian Federation: Bryansk, Tula, Orel, Kaluga, Chelyabinsk, Sverdlovsk, Kurgan, Sakhalin, Kamchatka, Altai, Khabarovsky Kray and Primorsky Kray. They include centers for data collection, storage and displaying in regional Russian EMERCOM’s Crisis Situation Management Centers (CSMC), radiation-monitoring posts, automatic meteorological stations, mobile radiometric laboratories, and modeling-and-forecasting software systems;
  • An interagency information system on overcoming the consequences of radiation accidents is generated; and




  • National Reports on the Chernobyl accident for 1996-2011 are drawn up.
